Steps to pay through paypal without creating a paypal account:

• fill out form on the DFH orderservices page and click submit
• review payment information (services and costs) and click "add to cart"
• if you already have a Paypal account  login using your e-mail address and your Paypal password
  if not click the "click here" button
• fill out your billing information - do not worry this is not creating a Paypal account - and click continue
• verify information and ensure that "save information and create Paypal account" is NOT chosen. click continue
• you have completed signing up for a DFH webservice subscription
